Descrierea bugului / Bug description: The talent states that "When Frostfire Bolt is instant, it can benefit from Fingers of Frost. ", it does not.
Dovada / Proof: Can be tested on any frost mage, cast an instant FFB from the talent while having Fingers of Frost active and you will notice it does not consume them nor get the extra crit they should get since the target should now be considered frozen.
Since this is connected to Frostfire Bolt, I will also state that http://www.wowhead.com/item=44684 only provides the extra damage and does not remove the slow or give a stacking debuff on the target.
