in general you CANT walk and cast spells.
Your only option for the moment is cast spiritwalker grace, and then for 15sec you can cast anything you desire while walking.

Or the other option, might be, for you to wait for further patches untill glyph of lightning bolt will allow casting lightning bolt while walking. (patch 4.2 i guess)
