Since the worgen start area is all bugged and all, and people cant get out.

My suggestion for new worgen players would be, to give them a command to teleport to stormwind.

So that when ever they get stuck, or bugged or anything else, they are still able to get out.

Maybe they dont have 2 forms or anything, but atleast it saves them a headache, and give the staff of freakz all the time in the world they need to fix the worgen zone.

Yes the worgen zone is very bad, the guide does not help. (just saying, before people go...oooo follow that guide and ur good. guide does not work at all, if u want to speak against me, how bout u try it out on exodus xD) Then u will see, worgen zone is bugged bigtime.

So suggestion is pretty simple and easy. Give new worgen players the command to teleport to stormwind.
So they can atleast do some worgen quests, before they have to use teleport, since the portal to stormwind, in worgen start area, is gone, after the first phase shift.

Open an ingame ticket if you cant see a certain NPC or sth.
There's no need for that sort of command. Use https://www.wow-freakz.com/unstuck.php and after reaching level 20 open a ticket regarding Worgen passive abilites / racials.

I'm not sure yet if there's any bugged quest. Some recent issues may have occured, therefore I will level up a Worgen myself and see whats wrong.
