I've asked a few people if mastery scales like other stats or if it has breakpoints and it didn't tell me much as some claimed it scaled normally and others said 20.9 is the same as 20. On retail mastery seems to scale like normal stats (http://us.battle.net/wow/en/forum/topic/2973010246). Is it the same here?

They are wrong, 20 isn't the same as 20.9. You don't need to get +1 point of mastery in order to get an increase out of it, you can get only 0.2. For example at 24.50 mastery on my ret paladin I get an 51% HOL effect and with 24.90 mastery I get an 52% HOL effect. Anyway, something like this won't happen: you have 24.50 mastery and an 51% HOL and you get 24.51 mastery and your HOL goes up to 51,05%. You will get only whole numbers.
