yea you can prove it.
Go ingame go to 10% mana and cast a arcane blast see dmg( do this 2 3 times- with no procs of trinkets/enchants and see what the avrage dmg is)
Then do the same thing at 100% mana( 2 3 times again) see the dmg and if there isn't a gap between it means its bug( tested this 5 months ago it worked fine).
To test if mastery works at all just unlearn talents from both specs and in one of the spec just learn arcane spec ( to get mastery ) then test dmg with arcane blast in the arcane spec( with no talents just mastery) and in another spec with no talents- if there is a gap between the dmg it means it works.
Also when you do the tests with arcane blast be careful to remove the arcane increase dmg buff.
