Buying with vote points

So on 04.10.2012 I bought Tattered Dreadmist Mask for 20 vote points,since it said it had 3128 Armor,+1209 Stamina,+806 Intellect.
I decided to go ahead and buy it,but when i recived it,I saw the cold,hard truth that it only had 400+ stamina and even less intellect.
I then decided to return it and recover the Vote points spent on the Mask.
BUT I didn't recive them after I had returned the item.
WHY?
