best way to lvl up using 20x xp rates? just grind?

Do quests untill you hit lvl 60. When you hit lvl 60, go to Tanaris, go outside of Cavern's of Time, and do all the instant ring quests that the big yellow dragon gives you. Go to Gutland and do some more quests until you are lvl 70, then go back to Cavern's of Time, but this time go inside and to the instant ring quests that the female belf gives you. After that, go to Karazhan, and to the ring quests that one of the npc's gives you (he's outside the front entrance). After that....quests untill lvl 85.

You will need to do quests to can lvl up fast.Only killing mobs will work until lets say lvl 70 but after that you have to do quests to dont stay the whole day leveling by killing mobs.And when you reach 80 you will need to do quests in the cataclysm leveling zones to gain reputation with them and can buy some decent gear from the quatermasters.
