Descrierea bugului / Bug description: While stormwind's guards walk with 450k hp, Orgrimmar grunts are lvl 1 with 21HP and does not attack alliance players, some of these grunts are morphed into "Orgrimmar Citizen" and "Earthen Ring Defender" while these NPCs should not even exist in the game

I think they are removed in MoP.
And about Earthen Ring Defender I think they should only be spawned in Valley of Wisdom

can be summoned by a quest item

the citizens are only spawned during a specefic event (elementals attacking capitals):
