I've been having the same problem, but it may be a visual bug, cause on recount i have no miss on special hits, which are capped at 8%, so i've reforged for 5% hopping that the 3% from the talent is active.

its only a visual bug. The talent works.

Shoot... recount confirmed. Only a visual. My mistake here.
