Here or here we can find information that 31.8% it's a Prayer of Mending's Spell Power coefficient, so here's the formula:

(2971 + (0.318 * SP)) * (x)
SP - Spell Power
X - other bonuses (Test of Faith, Blessed Resilience, Guardian Spirit, Chakra: Sanctuary, Spiritual Healing, Twin Disciplines, Grace, Glyph of Prayer of Mending)

It means, if I've got 8535 Spell Power and I have active Spiritual Healing (15%) and Twin Disciplines (6%) I should heal for:

(2971 + (0.318 * 8535)) * (1.21) = (2971 + 2714.13) * 1.21 = 5685.13 * 1.21 = 6879.0073 ~ 6880 (what decription says in the first link)

So spell power coefficient isn't scaling right.

On THIS site we can see the formula for this spell:

2971 - it's a basic healing
31.8% of SP - it's spell power coefficient
(1.0+(0+0))) - multipliers

Without talents and glyphs a formula is much shorter:
[2971 + 31.8% of SP]


So if I have 8004 Spell Power my Prayer of Mending should heal for:
[2971+ (0.318 * 8004)] = 2971 + 2545.272 = 5516.272 (In-game descriptions says it should heal for 5517, so the numbers are very similar)

It means that the spell doesn't scale with SP at all (actual healing is equal to basic healing).

Please approve this bug, you got formula, spell coeffs, and irrefutable proof that its not scaling at all (you can test this in like 2 seconds if you have a priest).
