I have right now around 1000+ master I should have over 40% bleed but I still have 25% bleed, I take off my gear with mastery stats I still have 25%bleed...
proof...
My proof is pictures with gear and without....

In the character sheet you only see the increase from your base mastery, check your spellbook in order to see the whole increase.
