[FIXED] [Paladin][PvE][PvP] Seal of Insight Proc Rate

Descrierea bugului / Bug description: Proc rate is lower than it should be
Dovada / Proof: This is the formula i found : 15procs/60sec*Weapon speed
So with 3.6 speed weapon it should be 15procs/60sec*3.6second = 0.9 ( 90% )

67500 healing total with 2328 per heal so:

67500/2328 = 29 procs
100x29/56 = 51% to proc clearly lower

Not sure if my math is correct. Feel free to correct me.

Tested with a 3.6 weapon speed => 15/60*3.6 = 0.9 => 0.9 proc per swing

50 seal of insight procs instead of 90 procs
