Descrierea bugului / Bug description: Aceasta abilitate ar trebui sa aibe ICD de 10 secunde, la noi inca are 25 secunde.

Am facut si cateva poze cu timer dovedind ICD-ul prea mare:

----> Reiese faptul ca are ICD mai mare de 10 secunde.

Specific faptul ca ICD porneste din momentul in care procuie prima oara Lock and Load.
