Descrierea bugului / Bug description: When you have the CHILBLAINS talent ( rank 1 or 2 ) , your chains of ice LOSE their normal snare (60 % ) and only apply
the chilblains snare ( 50 %) and the 3 sec root effect , which kills a LOT frost dk because when the root is on good dr a 50 % snare is not going to bring you anywhere

Working correctly it should apply the root and the 60 % snare , the chilblains effect being inferior by 10 % shouldn't apply when using chains of ice with chilblains talent , but because of the slow stacking bug it would probably apply all 3 effects

AS you can see here , on the first pic WITHOUT chilblains talent you get the chains of ice normal snare ( red , because it's undispellable) , on the second one WITH the talent ,you get the root which is blue because it is dispellable but you DON'T get the regular snare ( red) , which lasts more


on this video on 0:25 you can see the dk chaining the lock and getting the frost fever , the 60 % snare and the root only
