Leader has cooldown

I know this is a silly question for some of you, but I am new to this server so I am not sure what some things mean. I see raids advertising they are looking for more but it says "Leader has cooldown" what does this mean? Please do not call me names nor troll me for this question.

It just mean that the leader/raid killed 1 of the bosses in that particular raid,meaning you will get and ID if you enter the raid.

yup he killed one of the two bosses and when you enter the instance your char will get saved to that instance (getting lockout)
