you seem to have the same problem i had on 4.0.6
Can you cast it outside dungeons and raids on world mobs or players?

Weird...i never tried using it on marksmanship spec works perfectly fine for me on BM spec...have you tried it on BM spec?

as I heard from other people, Kill command and muti shoot work just fine for them, but while playing my hunter I noticed that this bug really exists and I found a temporary solution for it: press escape to clear your target and retarget, or use /reload. After using one of these solutions KC and MS seem to work again for some time. Yes it's kinda annoying but until it gets fixed it's a fair solution.

true, sometimes Kill Command and multishot stop working, no idea what causes it, but there is a workaround by using macros like:

/cleartarget
/targetlasttarget
/cast Kill Command

Maybe you are right... like the bug with getting stuck when crossing a portal... only my tauren(warrior) and night elf(druid) have that bug..rest of my charrs are ok...
Maybe here it's because my hunt is a draenei... i don't know...

i think the problem is coming at talent [Resistance is Futile] . becouse i was created second talent without this and kill commnand no have problems
