To Catch a Thief- quest HELP !

Please, help me with this quest. I saw, that lol of rogues have Fear and Vengeance. This quest begins road to those daggers.
The problem is- I go to Mostrasz, but he havent quest for me. !

After the last quest you get To Catch a Thief.
