im workingon getting thunderfury. i need to get the plan to smelt enchanted elementium. but the guy that drops it didnt drop it. is there a way to vote for it? or get it otherwise?

The npc that drop the recipe respawn after 1 hour , 3 minutes and 40 secconds according to the npc finder .

The drop chance for https://www.wow-freakz.com/item_finder.php?item=44956&&name=goblin-s-guide-to-elementium should have been alot higher not only 5% , maybe if you find a nice gm he will fix this bug for you .
You will have farm alot that npc until the recipe will drop ..
