Dovada / Proof: Patch 3.3.0 Notes
Will of the Forsaken now shares a 45-second cooldown with similar effects, including the Medallion of the Horde, Titan-Forged runes, Insignia of the Horde, etc.

WoTF is better than the human racial because it acts as a second PvP trinket, sharing a 30 second cooldown with a PvP trinket rather than the full 2 minutes. The human racial allows you to use two non-pvp trinkets, but it cannot act as a second one because it shares a cooldown with them.

4.3 patch.
