Mastery on Elemental

Hi all
I don't know if this has been discussed before: today I did some changes to my reforge, putting all points in mastery to see what's gonna change.
I had 7.39 mastery (about 15%) which would be added to normal 16%. On dummies, lava burst procs a second hit (not often, but it works), but lightning bolt and chain lightning NEVER procced a second hit.

Am I the only who found that?

Mastery works just fine.

Mastery works perfect, but other things doesn't.
