Any particular reasons for underestimating Arcane for pve

It is noticable that last two month more from the "pug" people are using arcane for pve. They got a lot of kicks from global raids because of this. Yes it is obvious that this spec is not strong enough as fire, but the attitude is like its 10k which is not true. Despite the fact that fire is ok, and Arcane has "pending" fix for more than 1 year for a confirmed bug just to point you that no need to kick before tested dmg - http://prikachi.com/images/141/6828141F.jpg

P.S. 2 - i have been only in pug raids not in the so called "pro" guilds so this topic is in the area of the pugs

You have to understand the logic there - (1) PUGs say this and that (2) What do pugs normally clear?

For most PUGs, heroic Yorsahj is already a major challenge - and the best spec for mages in that encounter would be fire, simply to kill the adds via combustion spreading.
As for Hagara as well - cauterize can save your life if you're going to get KO'd by lances and shatter; as well as soaking in Zonozz/Ultrax.

This snowballs down into an incorrect assumption that Arcane is not as good as fire = for all fights = despite it being a good alternative in most.

Actually, only fight where Fire is a better choice than Arcane is Yor'sahj (hc) because of the need to kill adds fast. Everywhere else, Arcane is as good as any other spec.
