i think you have to set raid dificulty for 10 player normal. on any other dificulty the intance will be empty

For vanilla (classical) & the burning crusade raids you need to enter on 10/25 normal mode (not heroic). note: for bwl, you need to have 10/25 normal set before entering blackrock spire.
