The trinket ain't bugged, it works fine, go home dude.

No, it doesn't work. Tested by human paladin and human DK - on dummy and in BG. It doesn't proc.

There are two versions of this trinket as seen here (one that you buy and the other one drops from Occu'thar) , alas both of them work just fine as you can see here , here aaaand here .
