Probably you have with Scry'ers, check in Reputation tab.

i don't have either.. i want those arments to get aldor rep and the tabard..

Quest chain starts with A'dal from a npc walking around one of the bridges that connect Shatrath City center to Terokkar Forrest: Haggad War Veteran.
You will then do City of Light quest, and then choose your faction: Aldor or Scryers (and unlock dailies with this faction + the other faction quests and quest chains in bases like Area 52 Netherstorm / Shadowmoon Valley base camp - which start from the Shatrath City faction bank).
