Just To be certain,is a fishing bot legal ?

I want to be certain that a lvl 5 fishing bot in tol barad is legal on this server,its kind of a grey area, as far as i know its perfectly legal, i was reported myself for having multiple low lvl alts fishing in TB and a GM responded legal/not bannable,

i got banned for a day because i was too low lvl to be killing alliance in a lvl 85 zone, that was the excuse given as extreme twinking was considered legal too at the time but alot of players was complaining about me.

So can i get blue post confirmation as to whether low lvl fishing bots in Tol barad are legal or not ?,ty
