Bug description: Does not increase healing / minimum healing of Death Strike by 20% for each stack. Also, the stacks are not consumed by Death Strike.

Runic Power and Stack generation from hits / dodge / parry working as intended.

Proof:
Death Strike with 0 stacks, 13956 healing.
Death Strike with 5 stacks, 13956 healing, stacks are not consumed.

Fixed. Currently chance of Scent of Blood proc is 100% which is wrong, we need to find out the correct proc chance
