Bug description: Spell doenst apply Frost Fever ( https://www.wow-freakz.com/spells.php?spell=55095&&name=frost-fever ) when used
Proof:



Here i am pulling those 2 mobs with Howling Blast, as u can see no Frost fever is applied



In this second screenshot i am clicking on Icy touch ( https://www.wow-freakz.com/spells.php?spell=45477&&name=icy-touch ) and Frost fever applies normally



If you need any other proof i have it recorded.
