Bug description: Howling blast does not infect enemies with Frost fever as it says it should.

Confirm and in addition now it does only 1.5k dmg.

Seems like good now, it really applies frost fever on all targets, and damage seems good now, have to check AP / mastery scale later but i guess that will be taken care later.

Mastery scales well, tested that part.

Also tested with with 1000 AP, 25k AP and 50k AP and it seemed ok ( difference of around ~200 damage from what the tooltip says at 50k AP from my tests)

I will consider this fixed for now, if there are any further problems please make a new report .
