Bug description: they are to many jak so its imposible to do quest the last two steps

I know... some players take quest and leave; I've made failsafes, so if a player takes the quest and spawns the ones necessary, after 2 minutes those despawn and the originals become active again for the next player.
Server restart is required for those spawned to despawn (for that fix to be live).
