Bug description: The bonuses provided by these passive abilities are active without weapon requirements. That means I will get the bonuses from Threat of Thassarian even when wearing a 2H weapon, or the bonuses from Might of the Frozen Wastes when dual wielding, or I can just go around with no weapon and still have those bonuses. Also, when switching from 2H to Dual Wield or vice versa it should take 30 seconds before the respective bonuses apply (Source (wowhead link)).
Proof:


Wearing no weapon, and tooltip of Obliterate still says 425% weapon damage. (250% base damage + 70% increase from Might of the Frozen Wastes = 425%. And yes, the two bonuses are additive: 40% + 30%.)

Fixed cooldown too. Looks like Single-Minded Fury also has an internal cooldown of 30s, fixed that too
