Bug description:
1. Diseases spread via Pestilence deal 50% of normal instead of 100%. That's how it worked back in Cataclysm (there was also a talent which made diseases do 100% of normal damage: https://www.wow-freakz.com/spells.php?spell=91319&&name=contagion).
2. When you spread diseases with Pestilence or Roiling Blood the secondary effects of the diseases (listed below) are not spread.
Unholy spec: Spreading Blood Plague should also spread Physical Vulnerability. See Ebon Plaguebringer.
Frost spec: Spreading Frost Fever should also spread Physical Vulnerability. See Brittle Bones.
Blood spec: Spreading Blood Plague should also spread Weakened Blows. See Scarlet Fever.
Chilblains: Spreading Frost Fever should also spread Chilblains.

2:20 he applies diseases; 2:47 he changes target, and it has Physical Vulnerability on them. Following this logic, Pestilence should spread the secondary effects which are directly related to them.
