Bug description: on MoP spell hit cap should be 15%

UPDATE: Both melee hit cap and spell hit cap are bugged, you miss with abilities even if you're capped.

PVE Hit Cap for Melee is working just fine

Tested on a level 90 target, zero hit rating, but 6,35% expertise => 6,35% spell hit (0.35% more than necesarry) -> still missing with spells.
