CONFIRM. Bug occurs when hitting two or more enemies with Chain Lightning.

Proof: Start watching @25:03 and set .25 speed
Tuskeh casts Chain Lightning which consumes only one charge of Elemental Focus even so it hits two targets.

In addition to this, the Elemental Focus doesn't proc if the Mastery crits.
If I cast a lightning bolt, normal dmg, and it has a mastery proc that crits than Elemental Focus should proc too.
