[DUPLICATE] [Enchanting] Elemental Force

Bug description: Elemental Force enchant procs on everything, without cooldown. If enchanted on both weapons, they both proc on everything (so a dubble enchant makes that a spell, melee hit, etc. adds two times the enchant effect).
