[FIXED] [Multiple] GCD vs. Effects that increase casting time

Bug description: All effects that increase casting time will also increase a DK's global cooldown, it shouldn't affect the GCD at all.

L.E.: I noticed it also happens for Monks (all specs), it most likely affects other classes as well, moving it to multiple.

Fixed, not sure if 100% correct because haste & casting increase auras are handled together, which means they can cancel eachother, but I made it in such way that it can never increase it more than default
