I talked to Dreadblade last night with my guildmate about the Loot System and how it works on retail and how it works here on Freakz.
We told him that what we gain from Sha of Anger's and Galleon's bags should be spec-specific or it should get Raid Finder's quests treatment.
On retail there's a Personal Loot System that is default for Raid Finder and World Bosses.
It works the way that every player have a chance to loot an item that is appropriate for your current spec after killing a boss.
As I already said it works the same in Raid Finder environment and should be treated the same way.
But some of you may say that the chance is still random and it's fine if we won't get anything useful, besides, we already have one additional quest that gives us spec-specific items.
Yes, that's totally true. Nonetheless Raid Finder System doesn't work here as well and the quest is just a substitute
On the other hand we have Bonus Roll System which obviously does not work on our server.
It should however use the same looting mechanic as in LFR's. Basically you can use special tokens that give you a chance (~20%, I think) to gain a spec-specific item from the killed boss's loot table. The chance increases every time you gain nothing and resets when you eventually win an item.

Note: Well I quoted this to prove to you there's indeed a Loot Specialisation option. While the feature to roll items for your off-spec was added in the patch 5.3 there was already a Loot Specialisation mechanic that allowed players to roll spec-specific items, but only for your current spec.
While it does not mention World Bosses, it mentions Bonus Roll that applies to World Bosses and let me remind you once again that both Raid Finder and World Bosses encounters use the same Loot System.

It looks at your spec, not your class. We decided it was a superior design to give you something for a role that we know you use rather than trying to guess whether you ever like to tank or not. There are plenty of other avenues (dungeons, factions, scenarios, crafting, the AH, PvP, guild runs, etc.) to gear up for an alternate spec.

TL;DR
To sum up, my idea is to change the mechanic that is applied to Sha of Angers's and Galleon's Bags Quests so players will receive spec-specific items after completing these quests.
