Bug description: are efect doar asupra player-ilor si a mobilor de level mai mic de 70.

Pune proof. Tocmai ce am testat pe un player si un mob de level 90, ambii au primit slow si knockback.

Nu functioneaza doar pe npcii Elite.
Se pune efectul de daze dar nu primesc pushback datorita faptului ca sunt Elite.
Fa un alt bug report daca gasesti proof ca ar trebui sa se intample asta si la elites. Si aici nu ma refer la adds la un boss pentru ca aceia au mecanici diferite, ci la simplii elites din world.
