[FIXED] [Druid][Balance][Passive] Starsurge vs Shooting Stars

Shooting Stars works properly, it has a 30% proc chance on your dot's crit ticks.

The problem is that:
If you have a proc of Shooting Stars when you are casting Starsurge then you will have the proc but you cannot use it.
When the cast of your Starsurge is finished you should be able to use the Shooting Stars buff to cast an instant Starsurge again but this doesn't happen at the moment.

Also this.
If Shooting Stars proc while a Starsurge is traveling to the target you won't be able to use the proc (Starsurge cd reset + instant cast) because the proc will be used when the first Starsurge hits the target. Shooting Stars should be used when the player cast the Starsurge not when Starsurge hits the target.

This is not fixed yet, I moved that topic back to CONFIRMED, I will fix it some other time
