You do know that the quest tells you to use eviscerate on a Bloodfang Worgen,and not on the dummy right?
Point is , the quest is not bugged at all , its just that the dummy is too high level for you to hit with anything to generate combo points for eviscerate...

...your bug description would describe that sinister strike is bugged(Which is not), not the quest.
