Bug description: Nu functioneaza haste caps @SWP si Devouring Plague (poate si VT, dar nu pot ajunge la 10,1k haste momentan).
Aici sunt toate haste caps.

Unul dintre tick-urile de SWP e defapt instant damage-ul de la inceput.
SWP:
haste<8085 ===> 7 ticks
haste>=8085 ===> 8 ticks
DP:
haste<8064 ===> 7 ticks
haste>=8064 ===> 8 ticks
VT: ???
