Proof: we need reduce healing in pvp zone for fight ez vs healer.

Daca e intended 30% atunci avem o mica problema in pvp.

We have battle fatigue set for our current gear(dreadful,malevolent).It will be increased as soon as we change the phase or if shocker comes to the conclusion that it's too low and it needs an upgrade,like the base resilience.

We will not increase it, there were hundreds of discussions on the forums with arguments and we have come to the cocnclusion that the best values for our current phase (more info about phases here) are:
- Battle Fatigue = 30%
- Base Resilience = 60%

We will NOT rediscuss all the arguments/etc again
