[DUPLICATE] [Multiple]Spell Procs/Buffs

Bug description: Any Spell that causes or consumes a buff or debuff will do so on-hit, instead of on-cast. This is not supposed to happen. Hence the bug with Pyroblast Mid-Air then alter time back, since it doesent register the proc.
Proof: Steps of Reproduction: Have a Mage get a Pyroblast! Proc, then alter time, click the pyro(in a deep freeze for guaranteed crit), and while its flying mid-air Alter Time Again, what should result is another Pyroblast! Proc, since Alter-Time duplicates it. however, due to this bug, it will only result in a heating-up proc. OR Get a Warlock to Cast a Conflagrate on a Target, then cast Incinerate At a Distance, the Backdraft charge consumed will only be consumed once the target is hit, not after the spell goes off. I don't know any further instances of this, but i'm pretty sure there's more.

I consider that this is the most urgent fix that needs to be done due to the fact that it affects all clases (more or less) in particular Fire mages, making the spec almost not worthy to pick up. DO something Freakz ! I BEG YOU !
