[DUPLICATE] [Shaman][Elemental] Symbiosis / Solar Beam

Bug description: The Solar Beam i get from the druid's Symbiosis does nothing. I get the spell, i can use it but it doesn't work. It only places the visual effect on the target but without the silence effect.
Proof: It's easy to test, i can't do it right now but it only takes 1 minute max.
