Bug description: None of the bosses drop shards despite the fact that it's in the bosses' loot table on NPC Finder. Tried with and without Shadow's Edge equipped (even though it's not needed to have it equipped for the shards to drop). Tried all difficulties (including 10n and 10h)- nothing on any boss. Also the drop rate is incorrect (it's currently 15%).

The fragments are dropped by bosses, or their chests, in Icecrown Citadel on 25-player normal and heroic difficulty only. The drop rate is approximately 25-50% for normal mode bosses and 51-99% for Heroic mode bosses.

"everyone can see it, only those on the quest can roll. The shards will only drop if at least one person in the raid has the quest."

15% drop or less is correct... which means it drops hard (maybe 1-2 / run)... you must have the quest for it to drop, no Shadow's Edge equipped... just went to ICC, 1st boss, on 10 normal, 2nd kill = shard dropped... so, keep trying!
