It's very cool idea. I guess making a chat that links the chat box on web with ingame chat will be really hard to make?
Anyway IRC server would be very cool, it can be easily integrated with light web chat clients for those that don't want an IRC client.

I think he meant an interactive chat like the ones on Enjin etc or most CS communities etc , i think shoutbox or something like that -

Actually the author ment something that I believe is undoable, however interactive chat will do.
The original idea is to link ingame chat outside of the wow client as far as I understood. However I'm close to sure that this ain't doable. Even blizzard's WOW remote app only allowed 'offline' chat with guild mates by either whispers or on /g
