Bug description: Those are samples. ALL quests which reward https://www.wow-freakz.com/item_finder.php?item=103624 not working. Also, these caches should have Skyshards as a part of loot. Not sure on rate, but pretty sure it's more than the 0.2 on mobs.

We are on patch 5.4. This means the quest was removed from the game. Check this out.
