Wrath damage increase part works.
Healing(Atunament-like) mechanic is "bugged" it appears to have an ICD or proc chance on freakz.which shouldnt be the case.

Total HPS will be kindof mediocre but DPS + HPS will be pretty high(priests will be higher). 2. Damage trinkets can proc and thereby increase your HPS(depending on the trinket) 3. You can heal from 80 yards away because the heal launches from your wrath target, not you(assuming party member is on other side of boss). 4. Heals the lowest health party in the raid. So spamming wrath is like sending out a constant stream of emergency heals! On average these will actually reach your party member faster than regrowth because you are likely already in the middle of a wrath cast when the party member takes his damage spike. When the wrath lands the heal is instantaneous. 5. Will, of course, benefit from wrath crits. They become heal crits. 6. Only half the HPS of spamming regrowth but 1/4 the mana use rate. So fairly efficient. 7. Will not proc harmony, nor of course, benefit from harmony. So it is best to gear away from mastery if you want to use this spell a lot. 8. Should be a smart heal that starts from the target that takes damage healing the most injured party member.
Now it seems to heal a random friendly target. If that friendly target is full HP looks like the heal doesn't occur
