[FIXED] Reputation gain from tabards

Bug description: Tabards don't give enough rep for old dungeon boss kills. Also they don't seem to take into account guild rep perks or the server rate(not sure if intended). Don't know about human racial.
Tested a few dungeons
>Vortex Pinnacle normal: all bosses and mobs give 15 rep each.
>Stonecore normal: 15 for all bosses and mobs.
>Stone core heroic: 15 for each mob and 300 for each boss

If you factor in that we have 2x rep rate, guild perks and racials, you should be getting a lot more than blizz. Also tested pandaria heroic dungeons and they seem to be working like blizz ones (20/trash, 400/boss). These should probably be giving more as well, though i don't know if its a custom thing or not(to lower pandarian faction rep gain).
