latency problems at evening, anybody can help?

Hello guys,

i would ask for help with a little latency problem. Every night since 2 weeks me and most of my guild mates have the problem that we get massive lags and high latency at evening. We don´t know why. At morning, midday no problems, but at 9p.m. till 11p.m. (Server time) we get these troubles. Our latency increase as high as possible. We had all cable or dsl network with 32mbit from Germany. (I don´t know it is important to know)
These lags can be so big, that's the "lag" had a duration about 2-4minutes and that's really annoying in raids. Because our raid-time is between 8pm-11pm server time. Can anybody help?

We tried everything, for example: router/modem-reset. Switching PC-systems and network. I tried it with a neighbors W-LAN but the issue is still alive at the same time every night.
