Took me a bit to understand this(no offence) but in order to do that quest you must finish The Arena of Annihilation which is one of the Mists of Pandaria Scenarios(which are scripted right now), you can run it once for the quest or multiple times if you like it.

From WoWhead(hell I got confused for this a bit also,never done the quest tho so I'm not 100% sure if it works or not)

In case you were confused:

This is an actual scenario. You must open the scenario queue window and select it to enter. It is not a place in Kun-Lai Summit. Enter the area with Taniss and whoever will not help you.

What beasthuntress said is pretty much valid. It's a scenario and the quest is 100% related to the scenario.
Ps: You can use Freakz quest helper and NPC finder on our homepage for easier quest completion.
